Numbers can often tell misleading stories too. Take foreign investments. Any which way that you look, India ranks as one of the most unfriendly destinations for investors. It takes too long to start a business; it takes even longer to shut down a business. And yet, India has attracted close to $25 billion in foreign direct investments in 2007. Wait for the latest economic crisis to stabilise and that figure will certainly cross $50 billion in a few years. Going by rankings alone, no foreign investor would even bother to come to India with her money. But the fact is that they are knocking on the doors, ready with dollars.

But this is the age of information and numbers do play a significant role in enabling investors, consumerism, policy makers and other stakeholders to take informed decisions; to tweak decisions; to alter courses and do sometimes simply overthrow the old way of doing things that was simply not working. In that sense, numbers, lists and rankings work as a handy mirror for societies and nation states. Numbers, rankings and lists help in setting goals and targets; in finalising a vision and in adopting and implementing policies that take a society towards that vision. So it does matter that various rankings and lists clearly indicate how hollow the tall claims of our politicians and bureaucrats are when it comes to achievements on the ground. And the world will see more and more of these rankings and listings as it becomes more complex and inter-related.

But all the rankings, all the numbers and all the lists cannot help a society and a nation if the ruling class has abdicated all responsibilities and abandoned even basic tenets of morality. There are many states in India where the infant mortality rate is worse than Sub-Saharan countries. These numbers are trotted out routinely at seminars and discussions. But what does it mean? It means that a nation that aims to send a man to the moon cannot even ensure that a child and her mother do not die during childbirth. We often take comfort in numbers that state that India produces arguably the largest number of engineers and management graduates in the world. But then we all know that most of them are unemployable.
