Infra‘stuck’ture!


The India infrastructure finance company (IIFCL) has already offered assistance worth Rs.10,000 crore, but this amount alone will not be suficient. India could also encourage oil rich west Asian countries (where wealth funds have a corpus of over $1,500 billion) to invest in infrastructure projects. Another route is private capital. As more private capital flows into infrastructure, more public-private-partnerships (to build & operate infrastructure) will be formed, which is definitely good news for overall economic growth.

So what will we really do to build a world-class infrastructure? A country like India needs stable long-term funding for infrastructure, for without it, we’d still be living in the dark ages!

With passing time, experts now concur that French premier, and (hyper)active G8 member Nicholas Sarkozy has started looking – and behaving – eerily similar to Sylvester Stallone [Go ahead, give it a try; identify sweet Nick in the photograph]. Funnily, this behavioural similarity extends to the whole G8 belt [US, Japan, Germany, France, UK, Canada, Italy, Russia and Ethiopia... er, alright, if you caught us on this, read on, you seem to be interested], with almost every member contributing his Shylockian best to behaving like a spoilt celebrity during every summit, finally achieving nothing. So we did what we do best [no no, not that; Bush does that better] – we analysed the progress report of the past few summits to decipher what exactly has been achieved in terms of contribution to least developed nations!

G8 summit in Birmingham, England, 1998: Protesters for the first time were formally allowed to give a written letter, which requested G8 to work on the heavy debt burden of the third world. Letter accepted, case dismissed! Nothing much was discussed, leave of course the letter. Cologne, Germany, 1999: To prove that they were worried about poverty, an ‘officially’ undisclosed amount was sanctioned. According to World Bank, the ‘sanction’ was so small that it wasn’t enough to even provide five bread loaves per person per year per poor country.

All said and done. Obama will have to certainly move away from rhetoric now and focus on pragmatism.

Obama is planning to work on both ends. On one hand, he has promised a tax structure, which will cushion the middle class Americans to deal better with the recession, on the other, he is looking for long term solutions to bail out the economy. For this, he has plans to invest in US infrastructure to create jobs in the long term and also reduce dependency on oil for mobility. The plan is to create a National Infrastructure Reinvestment Bank and infuse $60 billion over 10 years, to finance transportation infrastructure projects across the US. As per estimates, these projects will create up to two million new jobs (direct and indirect). At least infrastructure companies would not have much reason to worry. All said and done. Obama will have to certainly move away from rhetoric now and focus on pragmatism. Reality bites hard when it does. Take his tax policy for instance. An analysis by the Tax Policy Center estimates that without cuts in government spending, Obama’s overall tax plan would increase the national debt to around $3 trillion (including interest costs) by 2018! And outsourcing of services and manufacturing is an instrument of competitiveness; discouraging it would only make America Inc. more uncompetitive. Also, his rhetoric on promoting more green business in the US is noble; but it’s not an easy horse to ride; and can’t take priority over the economy as of now.

You cannot overstate the fact that Obama stands for quite a lot – in particular, his election is the fruition of Martin Luther King’s dreams of a promised land; and an ode to Abraham Lincoln’s legendary endeavours to end slavery in US back in the 19th century. But as the euphoria dies down, it’s time for Obama to read Franklin D. Roosevelt far more than Lincoln. There’s a famous saying he must not forget, “What got you here won’t get you there!”

As expenditure on ads is on the ascendant, so is ad avoidance, particularly in TV viewing. Advertisers need to respond effecively to this alarming trend

Advertisement Avoidance (aA) refers to all actions or changing behaviours of consumers of various media towards advertisements that reduce their exposure to its contents. Behavioural research segregates TV viewing into Active & Passive. Passive watching will adversely impact ad recall; research indicates that people who actively watch a particular ad were twice as likely to recall it when compared with those who were passively watching it. Similarly, aA is manifested in the same two forms, Active & Passive. Active avoidance includes actions like switching channels or leaving the room, while passive avoidance occurs when viewers do not dedicate all their attention to the commercial but indulge in different activities like reading, eating, cooking or talking.

A is the highest for TV and is increasing at an alarming rate. aA has always been intuitively recognised among users & planners of media campaigns. Measures like spot or break ratings give quantitative basis to this expectation, implicit being acceptance of a spot rating different from that of the programme of which it is a part.

Not for the boys!


Players don’t seem to think these bikes are too fast and too furious for the Indian market. Sanjay Tripathi, Divisional Head - Product Planning & Marketing, Yamaha India, comments, “Combined with higher levels of disposable income and a penchant of young people wanting to sport new and pricey models, superbikes are fast gaining a fan following among India’s rich and famous.” The superbike category in India is still in its nascent stages and the major audience is the metros. And more importantly, we have only three major players in the country so far (and practically two as Ducati would count as being in a category of its own; with products in the Rs.50 lakh plus category).

Yamaha’s R1 is undoubtedly the best in its class and there is no question about the popularity of Hayabusa among the Indian youth and in case of Ducati, the brand name is enough to turn a prospective (read stinking rich & thrill savvy) buyer into a customer. But how are R1 & Hayabusa competing for customer mind space in this incredibly small category? “It is really difficult to change someone’s mindset, as they are both legends in their own market” explains Atul Gupta, VP, Sales and Marketing, SMIPL.

What we worry about is the excesses committed by profit-maximising companies.

Information technology has revolutionised the world we live in. Many dreams (like e-healthcare, e-banking, e-marketing) have now become reality because of this technology. Microsoft as a company has played a very strategic role in bringing about this revolution.

ompanies, healthcare companies, technology research companies, educational companies have all played a fundamental role. Smaller companies played a subsidiary role in the transformation of the world. Nobody should be against profit maximising companies. What we worry about is the excesses committed by profit-maximising companies. Today these excesses have given rise to blanket accusations against capitalism ¾ such as, casino capitalism, irresponsible capitalism, limitlessly greedy capitalism, insensitive capitalism - all of which caused agony to millions of people around the world. Hopefully, we will find solutions to these problems. But this is not to deny the role played by profit-maximising companies in shaping the destiny of world. Social business is an exclusively designed mechanism to bring many more solutions to the world’s problems in the fastest possible way. It is time to give it a serious try. I thank you in advance for printing my letter so that your readers are not confused about my views.

If RCOM’s ARPU shrank to Rs.271 from Rs.282 in the previous quarter; Bharti Airtel’s Q2FY09 ARPU sank to Rs.331 versus expectations of Rs.341. For now, the ARPU decline is being set off by the huge monthly subscriber additions, thereby adding to profitability of the telcos. But the party-pooper will come when that growth source will eventually dry up. So do Indian telcos have a Plan B for continued growth? Here’s a quick analysis of the prospects and potential of each of the Plan B options that telcos are either already exploring/ or must acknowledge soon!

The 3G Game: Estimated at Rs.5,780 crore presently, Manoj Dawane, CEO, Mauj Mobile is upbeat on the potential of the Indian VAS industry. “VAS business is expected to grow steadily at 70% over the next few years touching Rs.16,520 crore by June 2010,” he says. But the 4Ps B&M-ICMR survey (see pg 76) reveals that 47% of respondents have never used any data service on their mobile phones (and neither plan to!). Undeterred, the entire industry, including state owned MTNL and BSNL, has begun focusing harder on VAS. For the uninitiated, VAS may be classified on two fronts – application oriented services (ringtones, caller tunes, alerts) and data services, which thrive via larger bandwidth (Internet). Presently, players like Vodafone, Airtel and RCOM are playing up the application based services. For higher revenue data services, telcos are awaiting the 3G spectrum, expected to be rolled out early next year. With advent of 3G, telecom majors are hoping that features like personal radio, mobile blogging and social networking will kick off in a big way. But while operators may be able to add to their revenues by providing broadband on mobile; usage of their data based services (downloading songs, videos et al) would be easier said than done. “If a user is connected to Internet via mobile, he will download songs directly, instead of paying extra to operators,” reasons an analyst, stressing on the need for more imaginative offerings from service providers. Converting 3G spectrum into quick profits will not be child’s play.

Does ‘India’ mean ‘hope’ for the humans living there...?


This places it well behind China (ranking 81) and Sri Lanka (99) but ahead of Pakistan (136) and Bangladesh (140). Notwithstanding India’s dramatic economic advance over the last two decades, its human development performance has not kept pace. Economic growth has averaged 3.4% per capita since 1975 – and even faster since 1990. Over this period, India has advanced 8 places in the 101 countries which have HDI data for 1975 and 2005 – but China has advanced 14 places. Today, a third of the difference between China and India’s HDRs is due to the way China has turned its rapid economic growth into human development. This is shown also in the indicators of poverty in the two countries. In India, an average of about 31% of the countries population are affected by different forms of poverty deprivation – about the same as the proportion of Indians below the $1 a day poverty line.

What can be done? Clearly, one priority is to press rapidly with actions to strengthen capabilities of the whole population – to get every child in school, girls and boys, with support to ensure that they and their parents have incentives for all to remain and complete a full primary education. A second priority is to make more rapid progress in reducing child malnutrition, where progress has been made – but where Indian levels are still far higher than in many other countries, including some with lower income levels and lower rates of economic growth. A third priority is to advance in the other key areas of capabilities – such as expanding access to health services and water and sanitation, reducing maternal mortality and reducing the prevalence of diseases such HIV/AIDS and TB. More representation of women in the higher levels of government and administration would also help.

India holds one important point of hope. As Amartya Sen has pointed out, the best states in India do better than the best regions of China. This means that India already has the experience within its boundaries from which states can learn. It also means that action is needed to tackle the large and growing inequalities within the country – between states, within states, between rural and urban areas and ultimately between the very rich and the very poor. If India could combine action to diminish such inequalities, all the available evidence suggests that levels of human development throughout the country would be strengthened and economic growth would be made more sustainable.

Numbers can often tell misleading stories too. Take foreign investments. Any which way that you look, India ranks as one of the most unfriendly destinations for investors. It takes too long to start a business; it takes even longer to shut down a business. And yet, India has attracted close to $25 billion in foreign direct investments in 2007. Wait for the latest economic crisis to stabilise and that figure will certainly cross $50 billion in a few years. Going by rankings alone, no foreign investor would even bother to come to India with her money. But the fact is that they are knocking on the doors, ready with dollars.

But this is the age of information and numbers do play a significant role in enabling investors, consumerism, policy makers and other stakeholders to take informed decisions; to tweak decisions; to alter courses and do sometimes simply overthrow the old way of doing things that was simply not working. In that sense, numbers, lists and rankings work as a handy mirror for societies and nation states. Numbers, rankings and lists help in setting goals and targets; in finalising a vision and in adopting and implementing policies that take a society towards that vision. So it does matter that various rankings and lists clearly indicate how hollow the tall claims of our politicians and bureaucrats are when it comes to achievements on the ground. And the world will see more and more of these rankings and listings as it becomes more complex and inter-related.

But all the rankings, all the numbers and all the lists cannot help a society and a nation if the ruling class has abdicated all responsibilities and abandoned even basic tenets of morality. There are many states in India where the infant mortality rate is worse than Sub-Saharan countries. These numbers are trotted out routinely at seminars and discussions. But what does it mean? It means that a nation that aims to send a man to the moon cannot even ensure that a child and her mother do not die during childbirth. We often take comfort in numbers that state that India produces arguably the largest number of engineers and management graduates in the world. But then we all know that most of them are unemployable.

Is the taxpayer-financed bailout the only way out?

Investors and lenders can “vote” by capital flight, attacks on currencies and other devices offered by financial liberalisation. That is one reason why the Bretton Woods system established by the United States and Britain after World War II instituted capital controls and regulated currencies. The Great Depression and the war had aroused powerful radical democratic currents, ranging from the anti-fascist resistance to working class organisation. These pressures made it necessary to permit social democratic policies. The Bretton Woods system was designed in part to create a space for government action responding to public will .

John Maynard Keynes, the British negotiator, considered the most important achievement of Bretton Woods to be establishment of the right of governments to restrict capital movement. In dramatic contrast, in the neoliberal phase after the breakdown of the Bretton Woods system in the 1970s, the US Treasury now regards free capital mobility as a fundamental right.

Earlier the public had not been much of a problem. And the severe costs imposed by the virtual parliament could be transferred to the general population. But with radicalisation of general public during the Great Depression, that luxury was no longer available to private power and wealth. The obvious corollary is that after the dismantling of the postwar system, democracy is restricted. It has therefore become necessary to control and marginalise the public in some fashion, processes particularly evident in the more business-run societies like the US. The management of electoral extravaganzas by the public relations industry is one illustration.

The US effectively has a one-party system, the business party, with two factions, Republicans & Democrats. Differences can be detected in the current election. Voters should consider them, but without illusions about the political parties, and with the recognition that consistently over the centuries, progressive legislation and social welfare have been won by popular struggles, not gifts from above.

Those struggles follow a cycle of success and setback. They must be waged every day, not just once every four years, always with the goal of creating a genuinely responsive democratic society, from the voting booth to the workplace.

The corruption cure


So far, we’ve documented the kingly sums channeled to Suharto’s buddies, uncovered the hidden tracks of antiques smugglers and dug into the contract padding of unscrupulous road contractors. But there is a dizzying array of corrupt practices in the world and an even greater number of plausibly effective anti-corruption policies beyond those we’ve examined. Is there any way to be more systematic in figuring out which policies will work in practice?

Economic principles, together with common sense, can be our most useful guides. We know that economic incentives matter, so a good starting point is to think about the carrots and sticks that motivate potentially corrupt officials. Can greater government financial transparency, perhaps through Web postings of highway contract announcements and more details on the winning bids, help curtail theft in Indonesian road building? Will lowering or linking tariffs on similar products dampen the incentives for bribe-paying traders? Or how about increasing salaries of government officials to reduce the need for kickbacks?

We economists could wait around for the right kind of experiments to take place on their own. But governments tend to make lots of changes simultaneously: Salaries are doubled, enforcement increased, and governments made transparent all at the same time, making it hard to sort out which improvements are really the result of any specific policy. And even if changes are implemented one by one, it’s a rare government that sets aside a group of employees or road contracts to serve as a bench mark, like the control villages in the Indonesian road study.

Perhaps the answer is that governments should become more experimental, quite literally, in how they deal with their corruption problems. Officials interested in rooting out corruption must think seriously about evaluating what does and does not work in the real world. Just as medical scientists experiment with different ways to treat diseases, policymakers can experiment with different solutions to social problems. Abstract speculation can take us only so far. At some point, economic theories must be tested in the chaos of real economies. And once we’ve understood what works – higher salaries, government transparency, stricter punishments, or all of the above – policy makers can start work to end corruption systematically. They may find that economics armed with some creativity can make corruption a little less common.
