Minority Institution - Quality, not funds plague amu
Since 1947, the condition of all sections of Indian people has improved in absolute terms, but relatively speaking, Muslims have developed less than others. This issue needs to be addressed. Whereas universities in Kerala get Rs 125 crore annually from state and Central grants, AMU is the only university that gets Rs 250 crore. In spite of this, Kerala universities are producing more IAS officers and scientists than us.
This has many reasons. Their primary schooling is very good. Their old boys contribute generously to their alma mater. Punjab University receives little Central grant but gets generous contributions from their former students. We do not have Central funding problem, but we are not up to the mark. I think our old students can easily donate funds for areas which gets no government funding. In some cases, AMU does not accept funds from the government, especially when there are strings attached. We can create an endowment fund with the help of our old boys for our own interests and have a systematised monitoring mechanism put in place.
As for the minority character of AMU, it may connote a thousand meanings. In my view, the university has no minority character under Article 13 of the Constitution of India. In fact, a minority character can be harmful. Take for example the minority character of St Stephens College. A towering institution has been devastated in just three years because of its minority character. Even teachers at St Stephens are appointed by the narrow religious selection procedures. Patiala University and Guru Nanak Dev University in Punjab are not minority institutions, and they have no such problems.
As far as the feeling of insecurity and suspicion among Muslims is concerned, this has been created by the government. Therefore the government, not Muslims, must introspect and not take steps which are intransparent. The media should also be very careful. Doubtless, people in the Students Islamic Movement of India talk the language of lunatics. When they crossed the limit, they were banned. But the government and media should also ensure that they too do not cross the limits of law. None is above law. It is also important to note that communally sensitive situations have to be handled with a lot of care and consciousness.
